INSTRUCTIONS: The AFSNCOA Commandant and other Strategic Leaders from across the force have provided your class with a list of high interest DoD topics. They need you to critically think through your specifically assigned topic and provide possible solutions to any problems found as a result of your research. They value the opinion of you as a team of SELs because you are closest to the organization’s operational requirements and still capable of seeing the big picture.
While the 8 Step Problem Solving Model will serve as the primary tool for tackling your topic and provides the framework for your proposal, all tools throughout the course are highly encouraged for use. Your only limitation is your team’s resourcefulness. Ensure the team uses critical thinking and thoroughly analyzes your topic to assure they are addressing the root causes, not just treating symptoms.
Part I: ‘The Problem’ – Clarify and validate the problem (include Strength- Weakness-Opportunity-Threat (SWOT) breakdown/Tools used to understand your problem): Develop a clear problem statement that clearly defines the problem/Clearly explain the current state of the issue and its impact on two or more of the following: Unit? Mission? Air Force? Leader effectiveness?
Part II: ‘The Proposal’ – Clarify root cause and develop a viable solution to the problem. State why the solution will fix the problem. Identify constraints to the solution or explain why there are no constraints. Identify risks to the solution or explain why there are no risks. Predict how the solution will impact two or more of the following: Unit? Mission? Air Force? Leader effectiveness?
Part III: ‘The Implementation Plan’ – Implementation description – Identify the following: Major tasks/milestones, Resources needed, Policies/AFIs that might be impacted, if necessary. Organizational support required, if necessary- Performance monitoring, How will you know if problem is fixed? What metrics will you track? What criteria will you use to gauge ‘successes?
